"Not all of the 1,000 animals were infected. Some were put down because they had gone unadopted for more than 120 days.."
"Shelter officials vowed to adopt new policies when it reopens Friday, including euthanizing animals after 72 hours at the shelter -- as the Humane Society recommends -- and improving conditions for the animals, including vaccinating them when they arrive."
The shelter wasn't putting down after 72 hours, which implies that they were giving the animals the chance to be adopted.
Giving the animals vaccines when they come in is a waste of money. Why vaccinate an animal that you are going to kill in three days? It is pointless.
Our shelter holds animals seven days. They euthanize (via gas chamber) weekly. however, if they aren't full they will skip a week. The dogs have to stay at the shelter 7 days before they can be released to rescue. People give entire litters to the pound. They almost always end up getting put to sleep. Puppies are harder to adopt out than one might think.
This article blames the shelter instead of the irresponsible owners that didn't spay/neuter their pets or got tired of the dogs that didn't train themselves.
