That did not end well. Several were kicked out of the military, some went to jail. Things like this tend to happen in the military. The Army has and has always had some very severe problems that never get any better because no politician is willing to touch the military.

Couldn't agree more with the atmosphere of the barracks. Im actually surprised you don't hear bad things happening to "barracks rats" more often.
Now I wasn't on a closed base but from the sounds of it Fort Lewis isn't really closed in the way you would think, you just can't come and go because you sign in guests at the gate.

Which means, I'm willing to bet, one of the 16 year old girls was seeing the soldier in question, and she didn't want to sneak out alone, so she asked her best friend to go with her. I'm willing to bet there's a high probability that the 16 year old girl and the soldier's "relationship" was a secret, and I wouldn't be surprised if the girl has had sexual encounters with the soldier prior to the incident. Since the relationship was a secret, 3:30 AM seems like an appropriate time for illegal things to go underway.
Whether the girl was drugged or not, I can assure you, it's easier to get on base than the military leads on. Sure, they do RANDOM ID checks, but mostly they only check for Military ID's. If you happen to be a passenger in a car with a military soldier, unless they are doing random ID checks, they don't check all ID's in the car because it is the soldier's responsibility to check in civilians. If a soldier doesn't want to check someone in (which if they are under 18, they can't be admitted without a guardian anyway), they just drive on by and no one is none-the-wiser.
Unauthorized people on base happen quite frequently; I'm surprised the military acts so dumbfounded by this.
For the record, I know Fort Benning has a HORRIBLE cocaine problem. I wouldn't be surprised if the girls were drugged, especially considering the high correlation between soldiers and drug addiction. Not to mention, despite the fact that there are laws against adultery, soldiers still conspire with each other for a consistent alibi so the job gets done despite any laws.

Oh really? You've been through combat training have you? Soldiers are not taught to kill and maim unquestioningly, they are taught to defend themselves and their fellow soldiers when in danger. The U.S> military has rather strict ROE but there is a little latitude out in the field. That doesn't mean that everyone in the military is a rapist or criminal, but cases like this aren't isolated incidents. One of the biggest problems is that when these things DO happen, we usually find out that the brass was busy playing CYA or looking the other way when these things were going on.
It's no different than the generalizations you see with cops - one cop being bad or crooked doesn't make all cops bad. You can't control what a group of horny, motivated, 18-25 year old guys are going to do all the time. All you can do is try to minimize it as much as possible and punish people appropriately.
The only problem I have - and I'm speculating here - is that this was all done quietly and not used as a lesson about how the Army does not tolerate that type of behavior. I was driving down the highway in my car and a limo was changing lanes fast and sideswiped me a bit. I did not careen off the road, but instead kinda swerved and nailed the rear quarter of the limo. I caught back up to get the plate and saw it was a diplomatic one. A state trooper saw the entire thing and pulled us over. The driver comes out, whips some kind of ID and the cop says that he is free to go. I asked what about myself and the damages to my car. We got the brushed off feeling of being so much lower a life form than the folks in the limo.
We did take some photos of the guy and the car and said we plan to take this to court based on irresponsible behavior. I will not pretend to know the rights and such of diplomats... but the end result was the folks saying they would handle it and asked for the number of my insurance company. My beater 1986 Nissan Sentra was taken to a garage and had a whopping 3k repairs done. The car was probably worth 500 tops and when I came to pick it up... I learned that some Government agency footed the bill via credit card.

Impairing drugs like those used as rape drugs often cause complications like that and it can kill people. It looks like some soldiers over drugged some girls. It may be more voluntary illicit drug use vs being drug raped but we don't know enough to say either way. The lack of physical trauma isn't uncommon in victims of rape-drugs. An Ex of mine was on the receiving end of a rape drug before she met me and ended up in the hospital for a week. Her Boyfriend at the time managed to save her before the creep had done anything but she was very sick.

Today's barracks have far more in common with a college dorm. Actually the college dorm comparison is pretty accurate on several levels. Because of the young age of their occupants the same kind of stupid and occasionally tragic events happen at both.
