not necessarily. If you don't mind that your cup has the exact same amount of tea in it as it would with ice, and as such doesn't fill the cup, then I'm sure it would be the same price. But the whole point of asking for it without ice is to get MORE tea … (see comment)

If the advertised price was without ice, yes... but the advertised price is WITH ice... and by asking for it without ice you are asking for more tea than is included in the advertised price... thus you should pay more. (see comment)
