A good way to do away with the need for this jacket is to make every police officer who wants to carry a tazer take a class in its proper use and have that class include the police offer receiving a full taser blast. (see comment)

Using cash for everything is a very effective technique. Like the steps listed in the article, it isn't knew, it is time honored and time proven. Do yourself a favor, make those things and maxing out your 401 K a habit now, while you are young. (see comment)
