I thought US Universities were required to comply with Section 508 of the US Rehabilitation Act. http://www.section508.gov/ Section 508 is similar to the W3C Standards, although there are some minor differences. However, the article says "Those not p … (see comment)

I think it's impractical to use in a lot of production settings -- but a blog would make it easy to implement. For wordpress just use the_title for both the text and the title attribute. (see comment)

I didn't steal it from CSS play. I stole it from the Hoverbox Image Gallery. I saw it and thought it would be neat to make a menu that worked like that... and it would be cool for Rob's site. :-) (see comment)
