Actually, AT&T's service has been surprisingly good. The fail for this falls squarely with Apple, as the final step of activation is through the iTunes Store, which is currently overwhelmed. (see comment)

My experience is similar to that of danhood. Got in the store, bought the phone, the Apple guy said it was activated (dumb me should have opened the box then & there to check). Got home, connected it to iTunes, it tries to open the Store, and boom - FAIL. … (see comment)
