This isn't that uncommon. The University of Iowa police just got guns this year after years of tazers only. You have to remember the city police still carry guns and are likely to respond just as quickly as the university police. (see comment)

You can get small business server 2003 which includes 5 licenses (thats the minimum), but as someone already pointed out, the cost of the software alone is around $500. Then factor in the cost of the hardware, internet connection that can't ever got down … (see comment)
