Consider it this way, they are logging the environment these people depend on and have adapted their lifestyles too. Effectively, if they get assimilated into non-traditional life, they won't be exterminated but their way of life and culture could be. (see comment)

You raise an interesting point, even so being a crappy skull... it was someones skull, and just cause someone found it doesn't make it theirs over the descendants or the laws. (see comment)
