Keep in mind NASA (like the Pentagon) does not design things. They simply hire a contractor. So you are now asking them to hire foreign contractors and make them work with US contractors. That can really slow things down to be honest. (see comment)

Don't look at me, I voted for Romney. I couldn't get myself to vote for McCain due to Palin's interviews. McCain's motto was "Country First" but his actions selecting Palin for political gain without knowing her says "Me First". (see comment)
