It is blatently running windows mobile. Look at the icons on the top menu bar. As for the button icons there are only so many ways you can represent a house. How many of you have seen a sat phone? None who are claiming this is an iphone that is for sure. … (see comment)

Why not just search the parking fine database for any unpaid fines, then take the registration plate number and look up in another database the address of the owner of the car, then go and send a bailiff round? Thsi technology appears to be overkill. (see comment)
