Actually, a lot of it had to do with the state and local government (read: governor and mayor of Louisiana) not responding quickly enough before the hurricane hit. It isn't the president's responsibility to act first, the state has to request aid from the … (see comment)

Not really. The President is not supposed to be an instrument of the people, that is what the Congress is for. I'm not really sure why the states have decided to hold popular elections for the President in the first place. (see comment)
