At the time a "milltia" was any able body male at lease 17 or 18 years old who had access to a gun. Today the US has no official militia as even the national guard falls under the workings of an army. (see comment)

JekJob wrong, The Swiss up until a few years ago every one had to put in some time in military service and they got to keep their guns (and they also were required to have ammo). The gun crimes there are so low they don't even keep records. (see comment)
