I just figured out the problem. For some reason, I had an extra chrome.exe process running even after I had fully exited Chrome. This was causing the browser to think it was always running (which I guess it was) and not restore my previous tabs. (see comment)

Sadly, the "Restore the pages that were open last" option does not appear to be working for me. When I reopen Chrome, I am presented with the new tab page rather than my tabs from the last session. (see comment)
