Obviously it's not something you can do with an erect penis because the physiology of an erection would not allow for it, but there is little reason why a flaccid penis, especially "growers," can't go back up inside. Obviously it'd be incredibly comfortable.
However, this concept isn't novel. Most people don't realize this because they were too young, but penises inverting on their own is common in young children and it freaks parents, especially the Dad, out. It happens fairly often after exposure to the cold, such as the swimming pool. The penis is still small enough to do it on its own. In older individuals it can happen when obesity is coupled with a small, flaccid penis. Improper circumcision increases the likelihood of this happening.

That does not change the fact that murdering someone based on superstitious beliefs that they are a witch is WRONG.
The Western world is not close to perfect, we may not know what the "right" thing is all the time, but that does not prevent us from condemning atrocities like ritualized murder.
