I think it's lost on most americans that Lady Liberty isn't american, but rather a friendship gift from the French. It saddened me to see they way Americans treated the French after 9/11, boycotting everything even distantly related to France, including French's mustard, an American company.
I hope Americans realize friends are more valuable than enemies out there, and you don't look a gift horse in the mouth. They only started doing the surveying work for utilities and such in 2006. The tower is slated to be complete in 2013. Mostly stuff that's now individual bones and fragments. The construction workers, etc. there have been trained to look for any remains in the hopes of finding anything of those yet-to-be-found victims.
Of course that still doesn't fully explain why it's taken 8 years, but it does slow down the entire process somewhat.
@tgjerusalem: How many years of planning did the Dubai tower take? They likely have been working on the construction plans for that tower for close to a decade before ground was even broken. With ground zero they already had a hole in the ground that they've had to completely rebuild (to deal with utilities, subway lines, etc. already underneath) as well as design plans before they could do any significant work. - Terrin, on 03/17/2009, -2/+54@anshuman
