- swiftheart, on 08/10/2008, -0/+44It's easiest to begin answering that question with when things were good in Ohio. Ohio was an economic behemoth for a significant part of the 20th century. International and domestic migration was pretty heavy from 1900 to 1960 (it was only in the 60s that Ohio was overtaken by California in population.) Cleveland and its metro area were in the top 5 in the US for decades. Dayton was a center of innovation which was unparalleled until Silicon Valley.
Many issues hit, but the root problem is a cultural, political and commercial inertia. This is caused by or exacerbated by the fact that Ohio is full of a lot of small and medium sized cities that are politically powerful. Every politician has his own fiefdom, and rules it with mediocrity. (Chicago might have ended up in the same boat, but it had one powerful leader who pushed the city into a new direction. Illinois is basically Ohio, except it has one big city whereas Ohio has a 3 large ones and several medium sized ones. That's a very complex situation...what can you do with a city of 100,000-200,000 people? Canton, Dayton and Youngstown are just too small to suddenly become something else, though, interestingly enough, Akron was able to reinvent itself. Akron hasn't done a bad job of keeping itself going in spite of the fact that little rubber manufacture goes on there now. )
The commercial interests didn't collaborate with each other and saw no need to innovate. The political interests were just protecting their (dying) turfs. Cities and local governments were competing with each other for the last dying industry they could (for decades Ohio's solution to get jobs was to compete hard with tax incentives. The results of this was a growth of industry which was very price sensitive and therefore flakey.)
