And secondly if they weren't overpopulating the area by having an average of somewhere around 8 children per household they wouldn't be in this mess. But my point is this: Hamas is putting a lot of resources into building the capability to attack Israeli cities. They have smuggling networks they're using to import thousands long range rockets from Iran. So it's not like they're completely powerless to fix their sewage system - they're like your teenage kid who spends his money on CDs and then demands you pay to fix his car. In a way I can't blame them, because the international community has been quite willing to go along with this sort of thing.
At the very least Hamas can deal with the unauthorized wells that are draining the aquifer too quickly - that won't take any supplies on their part at all.
