I can think of a few reasons why they shouldn't:
1. Security (Crime, seemingly easy terrorism targets)
2. Weather systems such as hurricanes would eat this ***** for breakfast.
3. Disease control (stomach bugs travel like crazy on luxury cruises for example)
4. Cost.
5. Harder to guarantee services such as fresh water, electricity, garbage collection.
..and for what? so you can tell people you live on an island. pffft. good luck with that.

A friend of mine has been sailing around the world, he said he's seen a family of four live aboard a 24' sailboat at very low budget...but that's not for me!

It's a very interesting read, although wildly optimistic. And it did inspire Alastair Reynolds' awesome Revelation Space series.
