Imagine a huge city built in the middle of the desert. Speculators are buying properties, then selling them only to repeat the process on the exact same property. Its basically a bunch of skyscrapers surrounded by dirt.

Dubai may have gotten rich on oil but most of its money now comes from banking. The plan is to build the most awesome financial and tourism city in the world and continue being uber rich well into the future, long after all the worlds oil has dried up.

- stinger666, on 07/12/2008, -7/+20Dubai is not a normal city. I don't think there are a lot of industrial parks and plants polluting. Plus, 99% of the construction workers live in camps outside the city and get there by bus. It's not like an american city where everyone drives a hummer to commute.

- Di0genes, on 07/13/2008, -0/+10Incidences of exploitation are usually illegal, if ignored by law enforcement historically. The problem is that the UAE is rather far away from a lot of the countries that it borrows labor from, and the money necessary for transportation, lodging, and the like are often (and illegally) loaned out to be paid back. Since wages are so paltry for unskilled labor in Dubai (though still attractive enough to procure the labor in the first place), it can take a worker years of back breaking work to free himself from the debt.
As a way to insure that debts do in fact get paid off, employers have been known to hold paychecks, papers, and even threaten violence until workers comply. There are also some rather unfair laws in Dubai that exist specifically to make life harder for the temporary worker. Immigrants cannot, for example, change jobs without permission from a former employer, and labor organization of any kind is illegal.
Southeast Asians are still compelled to work in Dubai by the prospect of upward economic mobility, despite its notoriously exploitative treatment of workers. Much to their credit, I think.
