I'm a total libertarian. I don't think things like gambling and (most) drugs should be controlled by the government unless it's regulated fairly.
But you can't change human nature. Addiction, pain, loss, greed, hurt. These are all real. It's all brain chemicals, basic physiology.
I'm moving to Vegas in a few months. I Will have to learn more about these tunnels.
There are underground abandoned tunnels in every city. I've explored some in Chicago where I live now. A lot of ones near UIC got closed up after that incident a few years ago though. How cool would it be to go to Vegas and, instead of gambling, go walk through the tunnels and meet the homeless!?!

- ThisCommentSux, on 12/05/2008, -0/+2Err, it floods in Vegas. Even the smallest rain falls can cause a lot of water build up - the hard compacted desert floor doesn't allow for good water drainage. We had some heavy rains last week, many roads ended up ankle-thigh deep in water. That water has to go somewhere, hence the storm drains.
To answer the OP, I would imagine the tunnel dwellers would have to evacuate. - Visual77, on 12/05/2008, -0/+2I've lived in the Las Vegas valley since I was born and I've never heard of this. I want to see if I can spot some of the entrances. Unfortunately, it seems like its centered around the Strip, and as a Las Vegas native, I hate the Strip with every fiber of my being. It's nothing more than a huge north-south wall separating traffic on the two sides of town. I try to never find myself in that area... but if I happen to be there, I'd like to spot an entrance to this tunnel network.

- xptoast, on 12/05/2008, -1/+2I love outside of the box thinking. Tunnel exploring and talking to those who most do not talk to is interesting. Strange to most but much more entertaining than most things you can do for free. Going to the movies is way less entertaining than doing what he does. That is just awesome. I just wouldn't want shanked. I wonder if there is ever like hobo fights or anything like that down there. Maybe illegal animal fights or something. I wonder if you could have a semi civilized community exploiting the underworld for free living and escape from rules. That would be quite interesting.
