1. Get characters that are more than 2d Maxim cutouts.
2. Find a storyline and stick with it.

Thank you for your wondrous offer for our franchise. We agree in theory to your offer, but we have additional requirements before you take possession of the Terminator I.P. We have listed them thusly:
1) Demonstrate that you can turn around a series that seems to be getting weaker and weaker. There is a series called Dollhouse that you can, perhaps, show off these skills with?
2) Please show us that you can secure the kind of financing that it takes to produce a quality science fiction production and market it to the appropriate studios. There is an I.P. by the name of Firefly that you might allow you to demonstrate these skills.
3) Prove to us that you won't drag things on, and on, and on beyond the point where the series has any interest or meat. For reference, please see this archival footage of later seasons of a show by the name of 'Angel'.

There were so many preview screenings that by the time it was released most of the rabid fan base had seen it at least twice. Couple that with poor marketing and you just aren't going to have a good release. It was marketed well to the fans, but littler was done to really get the general public interested.
