My guess is that the company saw the negative response to the announcement and tried to cover themselves by saying the pay service will "build on" their existing free services. While I'm sure they will be adding additional content, I wouldn't be surprised if some of the more popular shows moved over to the pay service.
Sure, we'll still get free TV for MOST shows, but (choosing random examples) if you could still get Heroes for free, would you be willing to pay for House on the same service? I guarantee it. When it started they were 15 seconds, now a lot are 1 minute long.

They may move to a pay site eventually, or they may simply make all new, popular shows pay only, but if they do, they're only going to drive people back to torrents. Thus, I can't be outraged with anything they do, because it'll only end up hurting them.

The original announcement seemed to have been blown way out of proportion or was just taken out of context entirely. I really hope the reality is something close to what I outlined in the comments on the article where the switch to a pay structure was rumored / announced:
