I know both msaleem or suxmonkey, and both are very business-savvy, but neither are making money from direct submission payola, as far as I know. As character witness, it's not in their nature to do so either. My guess is someone was fudging a little on the ratio to cover their tracks.

I actually made it a point to watch Digg for an entire day, and unless he submits articles 24/7, MakiMaki is not a person, but a group of people. The insidious thing is that particular account looks to be the least corruptible - an excellent disguise.

Charging money is just cashing in on the larger problem of the "social networking" features being purely to swap diggs and push sub-standard content to the front page.

While we want to believe Digg is a democratic system, fact is that a few top diggers run this site and a good percentage of the front page content is determined by them. It's basically Slashdot while pretending to be by the users.
