One team set up a "honey pot" website and populated the chat rooms with fake kiddie profiles, belonging to their officers.
Another police team decided to study chatrooms and spent a lot of time chatting on a website full of suspect profiles which they thought might be adults pretending to be kids.

With Child Porn - it's always non-consensual - its most likely not consensual since I assume that's the allure in child porn? ...

Exactly. My observation on digg has been that many diggers are hippies that believe the government is out to get us (which is partially true), and that world world peace will break out if the whole world gets together and smokes a magic doobie.

In the 1930s people were practically adults at that age. It was not uncommon for girls that age to be well on their way towards marriage. I remember in a thread a while back someone coined the term "the disneyfication of kids" That's exactly why we live in a society where an 18 year old can go to jail for having consensual sex with a 15 yo. We are living in different times.

It's two completely different categories of people/problems, and the government treats them equally.
Basically, if you have to ask your (potential) partner, "is this legal?" before going at your activities, it probably should be. There's no harm done if both parties know what they're getting into with each other. Yet if you get caught doing something that's not approved, you'll get the same sentence as the nutcase who rapes babies.

Each time it's downloaded, it contributes to the initial abuse of the child. Saying that it directly hurts no one by virtue of existing already is a fallacy that pedo apologists use to justify their disease. Downloading child pornography intentionally is by definition an act of pedophilia, and moral or ethical issues aside, it's against the law with good reason - it creates more incentive for sick freaks to abuse more children more often.

Many child pornography cases aren't publicized, and the ones that are usually represent the bigger busts: people who are the pornographers or somebody who has enough connections/pictures to KNOW a pornographer. When you hear of the big busts, the cops don't publicize their new leads, but it sends them in new directions as far as finding unknown predators.
