-If you're using BSD (as I would assume from your avatar), one would assume that you would have the knowledge required to make the same changes to your system, or at least the ability to google/rtfm and do it. The title is misleading. This isn't a cable-modem or DSL tweak, a broadband upgrade, or so on. This is a Windows registry tweak.
Sure, I personally might have the ability to translate into another platform. But the majority of non-Windows users are Mac users. You think the average Mac user is able to tranlate the setting into the appropriate one for their system?
It's shouldn't be too much to ask that articles be clear and accurate. A title which is incredibly broad which is actually country/platform/etc specific should say it up-front. If something only applies to the USA or UK it should say that. If it only applies to Windows or Macs it should say that.
People in other countries get annoyed when people talk like everyone lives in the USA and there's no world beyond its borders. Likewise, I feel the same about platforms. FYI: Depending on usage, connection type and connection speed, any given adjustment to your TCP stack (which is what this article is about) may make your connection better OR worse. Either read up on the topic or use a reputable tuner to optimize.

But, it would be really difficult to disclaim all possible exclusions. I am not trying to be a total smartass but I could imagine the headlines..."Mac/US/Advanced User/Blond/Hazel/Virgins Only: " I digg articles that are Mac-oriented I think are cool and it may help me if a friend comes up with a problem for me to solve. Just because it doesn't apply to my direct situation at any given time is no reason to flame a digg. I can't do much about "U.S. Only" stuff, but it would be safe to assume that contests/sweepstakes are only valid in the country of origin. When people complain about a particular article not applying to them it sounds like they are jealous or easily annoyed at having to skim an article (probably when they should be working) for the sake of mild entertainment, which is what digg is primarily for--entertainment through an acquisition of knowledge.
