as the internet was gaining popularity, some people would do as you said, and purchase thousands of ip adresses for things like "fassion.com" "movies.com" "whatever.com", and even brand names like "burgerking.com"
becasue there were no laws, they could then sell these domains at big profit to people later.
i'm not sure how this worked out in other countries, but in the us, where most purchasing was being done at the time, these ip grabbers were brought to court.
the judge ruled that if they were going to buy these really popular ips, they had to actually use them for legit websites.
and thusly, they had to use them, or sell quickly (read: for not much), or lose them.
so no, people aren't making bank for buying up tons of ips.
