One is a spammer, generally illegal and certainly unethical who everyone hates, the other case is just internet advertising, you know, like google.

Not only is the unsuspecting victim bombarded with popups (which they can't easily disable because the software is now embedded into the browser), the ad company pays for impressions that aren't even coming from users that are actively seeking the content. Which is usually porn, gambling or "enhancement" drugs. I ought to know, I worked for a guy for a bit that was doing this crap, and he conveniently went "bankrupt" before I was paid the balance on a large amount of work. The pox on all web scammers, may they crash their 6-figure cars into a concrete abutments and take a dirt nap.
