With a third of the population in prison the American tax system will have to pay sudo "welfare" for every single person in jail and suffer from the lost productivity potential that each case brings. Add to that the court time and costs being lost to a person downloading a few music tracks and there you have it, a substantial portion of the countries GDP will be spent making sure the bald Mazarati driving sugar daddies of the Music and Film industries can afford to keep getting cocaine to stuff in their faces. And at the end of the day when these people get out you can look forward to traumatized, depressed, suicidal and ultimately angry people mixing around in society.

Just make file sharing and downloading a federal criminal offense like drugs, and I am sure parents will magically start enforcing what their kid does on the internet....and thats about all they can actually attempt to limit with any chance of possible success to some degree.
Of course our drug policy hasn't worked, what makes something even more popular anywhere near stoppable. We bust tens of thousands of people every year and put them away for minimum mandatory sentences in facilities where they become slave labor for Dell and Starbucks and Microsoft. Everthing I owned was Sony powered. I subscribed to Sony Style and setup many a Sony home theater systems for my customers. I will never ever recommend another Sony product nor will I be installing any Sony products for my customers. The media and software companies are squeezing their customers with DRM from one side and purchasing draconian laws from our clueless senators on the other side. People will wake up eventually and revolt against this draconian system. They will quit giving their money to these media goons which use it to buy laws from our politians criminalizing us and they will swich to open source software rendering this copyright czar useless. It will take time but the alternatives are starting to stand up.

If a movie is good people will pay to watch it on the big screen regardless of it's having been pirated...case in point "the dark knight"
If a band is decent pirated music will increase awareness about them and drum up merch sales and ticket sales.
