You ever wonder why Paypal tries to push you into using electronic debit instead of credit cards for payment? Because it helps you and not them, and they don't like it.
Credit cards are more secure. People need to understand this. The Fair Credit Billing Act protects consumers in credit card transactions, but does not offer the same protections for debit card users. If you're the victim of fraud, if it's with a credit card, the bank will rule in your favor and put the burden of proof on the merchant to prove the transaction is legitimate. With debit cards, it's the opposite. You lose your money until you prove the transaction was fraudulent. Some banks may offer additional protections for their debit cards, BUT the federal government doesn't cover these protections. Paypal has an interest in snow-jobbing the public into abandoning credit cards and going with a less secure payment method that switches the liability to the consumer in cases of fraud. - AriaStar, on 10/12/2007, -1/+8I've had to sue Paypal a few times for freezing my account. Once they asked for ID to be faxed in. So I did. And they wanted more and more. After I'd sent in everything down to my social security card, birth certificate, and even my business and wholesale licenses, they STILL wouldn't unlock it. So off to court we went. I no longer leave money in a Paypal account and cringe at the thought of anything else developed to make people even more dependent on Paypal. I hate that, if I don't accept it, I have a hard time selling. And I've been with them since the days of x.com and they were better back then.

Many, many, many people have their accounts frozen by PayPal for doing nothing wrong in the slightest. Man, I've heard that refrain for years. "Visa’s Zero Liability policy took effect April 4, 2000, and is a great improvement on the previous policy. The former policy required that you report fraudulent activity within two business days of discovery. After this two-day period, you could be held responsible for up to $50 of the unauthorized charges. With the new Zero Liability policy, you’re no longer required to report fraudulent activity within two days and you’re not responsible for any fraudulent transactions made over the Visa network.
The Zero Liability policy covers all Visa credit and debit card transactions processed over the Visa network—online or off. The only transactions not covered under the Zero Liability policy are commercial card, ATM, and non-Visa-branded PIN transactions." - s1rk3ls, on 10/12/2007, -0/+2Yes, they have had a virtual debit card option for a long time including a small web page popup containing your temporary number, etc. This is an actual application installed in windows containing a toolbar-like app which, when signed in to PayPal gives you a virtual debit card number to use. It references being available from your browsers toolbar and systray.
"When you are ready to make a purchase on a website that accepts MasterCard, a notifier appears asking if you'd like to pay with PayPal Virtual Debit Card. Picture VISA requiring you to install drivers from a CD to shop online using your credit card, that's how stupid this sounds to me. "Download the debit card". And if they are going to require installation of a software anyhow, why is this only supported on the Windows platform? What about Mac users, or Linux users? Guess they should make Paypal.com IE-only as well?

Also do note, "virtual debit card" does not mean "throwaway online credit cards" as they are quite different. virtual credit cards can be called throw away credit cards, but by being "debit", a lot of rules apply (as many people have already explained).
There's nothing new here unless you really prefer to use your debit card for online transactions instead of credit card. - scootinger, on 10/12/2007, -1/+3Hmmm, I'm not sure.... I know they offered a virtual debit card service which would never give an expiration date, meaning it wouldn't work at the majority of places. And I think it had the same number every time. Then they had the Paypal debit card which is an actual debit card.
- inactive, on 10/12/2007, -0/+2Similar rules to those described by Mabu apply in the UK: Basically you are better protected using a credit card. I think it would be a mistake to use a debit card online unless PayPay are offering additional protection.
- keikun, on 10/12/2007, -0/+2yea paypal used to offer this virtual credit (or debit I don't remember) before. i used it a couple of times and it was pretty useful to tap into my paypal funds at stores that don't accept paypal. i guess they're bringing it back now except in a more secure form.
- MorningCoder, on 10/12/2007, -0/+2Just don't use it if you plan to do in-store-pickup when buying from CircuitCity.com. They will ask for your credit card with the number you used for the purchase. I used my Discover card's one-time-use number to order something from CircutyCity.com and chose in-store-pickup to save on shipping. When I went to the store to pickup, the cashier ask for my credit card. I gave her my card. She said the number didn't match. I told her it was a one-time-use number. She said "what time what number?"

- krinn, on 10/12/2007, -0/+1If there is a merchant you don't trust (or is giving you a hard time about the billing/shipping address) just go to any simon mall and buy their visa gift card. It's only $2, and you tell them what amount of money you want to put on the card, so if you're buying something that costs $29, then you only put $29 on the card (or maybe a few dollars more to cover tax/shipping). Then if someone tries to rip you off and charge $1000, they can't do it, all they can charge is $29 (or whatever amount you put).

This new service is different. You transfer an amount like you would before, except the money is attached to a unique "debit card", that is used onetime, to make the transfer.

for a reputable company. There worth using for online transactions don't trust credit cards tho.
The seem to try to continuously try to get you to blow extra money with them. They send over payments
back to me rather than putting them on my account. They don't accept electronic or automatic payments.
