The luck to pick up a better chip than someone else, that will overclock better. Anyone can change settings in the BIOS with a minimum of experience and knowledge.

Nobody buys a $1000 processor, everybody buys the $200-300 processor and overclocks it a bit. Even a 20% overclock is fairly standard these days, and with the kickass aircooling we have (thank you heatpipes) for $50, it's really quite easy.
It's amazing to those of us who got started back under 200 MHz with the Pentiums and K5/K6 processors, or the older guys that tried to get a 100 MHz 486DX66 by screwing around with jumpers and soldering wires to their board....that today, overclocking is pretty much expected by the manufacturer. Overclocking a Celeron 300A to 450 on an Abit BH6 was the first step in making overclocking easy, and that was just setting the FSB from 66 to 100. Now we've got clock latency adjustments, northbridge voltage, enhanced C1 states, $15 tubes of silver heatsink paste, and a bible's worth of features that aren't even documented. "TurboMem Status!" - Enable/Disable. (Enables or Disables TurboMem Status)

You may laugh at just a 20mhz overclock, but the performance difference in Windows 95 was great.

I still remember my friends coming over to marvel at the sheer number crunching, awesomeness of it all. That bad boy had a whopping 16meg of ram, making it a VERY expensive toy at the time. If i remember right, RAM was in around $40-$50 a megabyte then. I'm guessing 1990ish.

Core2Duos (extremely easy to overclock IMO... literally a slider, or number entry in BIOS) are getting real cheap now. If you haven't overclocked and want to get into it, I recommend starting with those and toying in very very small increments.
