Of course, the burden of proof for libel also depends on whether or not the person in question is a public figure. Public figures, particularly elected officials, have a higher burden of proof for libel than private people.

I understand. You can't sue the chalkboard owner if someone else decides to write libelous statements on it. And if the person were from another country, ultimately figuring out who anonymous is via subpoenaing the isp might be a waste of time since we might not have jurisdiction.
