Probably the worst movie he has ever done. As for pirating it? Please. It's a transparent attempt to get young people to vote for Obama, and at this I think it fails miserably.

On the other hand he is making a point about the way the media rights industry works. I think moore's trying to bring up the point that just because rights exist in the US and or canada, the internet is a global terrain for all people, and we need to revise copyright laws because times are changing, and the internet is changing.
Downloading the movie would be illegal outside of the US, but if you're not in the US, do US laws apply?

Rights to distribute, rights to use, and rights of ownership are negotiable things and do not all inherently belong to the director, in fact they almost never belong to the director fully-- Whatever production company/investors that this film has [Assuming that he didn't just fund all of it himself], they would have a say in these matters... even if he owns all rights to the U.S. and Canada, there are other considerations.

There is nothing wrong with copyright laws because there is nothing that forces you to take shelter under them should you choose not to do so.
