Treasonous spies (those of that countries' citizenship) are a different story altogether. They are dealt with much more harshly. And execution is sometimes a punishment for treason.

The investigation process may take some time, but more like 5 years or less, sooner if the spy isn't someone terribly important.

Carefully crafted headlines get knee jerk diggs, and only after we read the article (or in this case, the description) do we cut through the crap and get to the reality of the situation.
