Why would you expect them to not drop your call to the bottom of the list if they have immediate issues to deal with? These numbers are for incidents where people's lives could be on the line or a crime if in progress when the call comes in (meaning that there's still a chance of them catching the person in the act).

The guards were not bad people and were trying to do a good job, but the stress of that job can cause the best of us to break down. They are not bad people as some falsely conclude, but we shouldn't accept such exceptional behavior either or regulations that would allow it to go unchecked. It's about finding the healthy balance of respect for brave police officers while also keeping them in check because even the best ones can abuse their authority, not to mention there are also of course some actually bad cops too.

- kthoma22, on 10/30/2009, -0/+4A friend of my family who is a retired cop told me that for normal fights cops are slow to respond because they figure people will fight it out and tire themselves by time they get there. However if you say someone might have a gun they show up on the scene fast.

The whole list was about going down. It told how some departments are taking time down. There's no reason Philly should be on that list.
- Colecoman1982, on 10/30/2009, -0/+3And rightly so. Even a person with a broken down car on a busy highway ranks higher in importance because there's a chance someone could be hurt. Unless the crime being perpetrated while you call 911 they have no reason to think anyone is in danger and, thus, no reason not to put it, perpetually, at the bottom of the list until they have some time where there are no more important situations to attend to. This isn't like a trip to the local deli, they don't just give you a number and send the cops to your break-in/car theft while someone with a larger number has to wait while they're assaulted, raped, or murdered.
