Bush never wrote the email, but the writer got all the plot points correct. Saddam was installed by US interests; the Reagan Admin had an agreement with him through the 1980s involving our interest in swiping Iran. Saddam broke the agreement with the invasion of Kuwait, and you know the rest.
Also, that 10-25% figure is supposed to be a play on income tax: ideally, since it's not a legal tax, if you have the resources to take the IRS to court over the matter, you can get away with not paying. I say that because the IRS has only ever won a single case involving the income tax.
