Hand-Held Cell Phones Banned While Driving in California

10news.com — OAKLAND, Calif. -- Dialing while driving could cost California motorists up to $50 under a bill signed Friday by Gov. Arnold Schwarzenegger. The new law will bar using hand-held cell phones behind the wheel.
