The cable operator partitions the bandwidth into fixed parts, usually using the convenience of wavelengths, sometimes by other means. Each of these is effectively a seperate link, they just run on one cable. The quality of service on each is independant. Google will probably keep a few for itsself, and rent the others, as so most cable owners.
The sold capacity is bought by couriers - that's phone companies and tier-1 ISPs. The phone companies use some form of multiplexing to have their slice carry lots of phone calls, while ISPs just send packets through it. Importantly, the ISPs can't send more than their slice, and no matter what they do it won't impact other users of the cable at all.
Eventually the phone companies connect to your phone, or the T1 ISP connects to a T2 to a T3 to you... so you end up using the cable, though only a traceroute will show it.
The cable operator doesn't do any type of prioritisation, so there is no net neutrality issue for them. They just sell fractional capacity. - tiuk, on 08/28/2008, -0/+6Dugg for making my morning. Nice job.

Flipper saves the day, stopping the flow of electricity and stray Google internet from leaking into the ocean. Flipper returns to shore triumphant and the heroine rides off on Flippers back into the sunset.....the end/

Don't get me wrong my 6.5mbps connection is good. But we have the technology to do 20x that.. Probably more, and I think google will be the one that changes this!!

Earlier this year they were reportedly scouting locations in Japan, Malaysia, Taiwan, South Korea and India as well as other locations that were not identified. The dark fiber purchases noted by the Register are supposedly to support faster connections between theri US data centers. The undersea cable would serve the same role in the Pacific.

And no one will be able to go into the ocean to fix it because if they set foot in the ocean they will be electrocuted too! Oh, and it will short out the internet!
