For background, Google has never had layoffs and they have a huge amount of cash and very large profits. For them to lay off 100 people means they really want to save what is a small amount of money (for them) and they now have to deal with bad PR, morale and the reaction of the stock market.
Why not just eat the loss associated with 100 people? I see two reasons:
a) there profits are going to be crushed
b) they think this is an extended downturn and want to start the process of laying off people early (which means there will be more layoffs if performance goes down).

- milo77, on 01/15/2009, -0/+8They made other cost cutting measures, including shutting down the Austin, TX office just a few months after it opened. They also closed offices in Norway and Sweden. The engineers at these offices weren't laid-off. They were given the choice to relocate to cities where other (larger) google offices exist. they also stated they hope a lot will get internal positions and the like so I would assume they are opening positions up so some of those that are fired would be immediately rehired as employees and not contractors.

- CCB0x45, on 01/15/2009, -0/+6From what i've heard Google is terribly managed, people that work there don't even know what exactly they are trying to accomplish half the time, they have like 10 projects going on, I know a lot of current Google employees and ex ones. While the environment is great for coming up with new ideas and throwing everything against the wall, I wouldnt call it the best management since it does waste a ton of resources.

However, I used to work as a consultant and companies would often get rid of contractors, knowing they could do so discreetly if they so chose.

They had huge growth for a while so they increased their HR and let people run with whatever projects they came up with. Now they are scaling back and being more selective about which products to devote resources to.
