1. For streaming low quality video (most of the time). Unfortunately the sever apps to do this properly are expensive.
2. For small games.
3. And flying in the face of its intended purpose, flash can be good when you don't see it* like this multiple file uploader with progress.
*Except in the case where sites use flash to store persistent, cross browser, cookies that any browser's privacy mode does not block, clearing cookies in the browser does not clear, and few people even know exist. I believe all 3 have added support for Flash 10's security change which requires you use a flash button instead of allowing an HTML element to perform an onclick event.
