Instead of one or two vans, there's a fleet of Prius' making the rounds, and if I recall correctly, have a Google decal on the sides. Not to mention the jury-rigged mast and camera bank strapped to the roof.

It seems earlier areas, notably San Francisco, you are not able to look up or down. Newer areas, for example Kansas City, you can look up and down.

There is a known bug in IE6&7, if a certain combination of security settings are set, that will not allow a link to a street view to display the desired view or a photo at all. Sometimes when forced to open in a new window the link will truncate and you'll only get the address marker but no street view. Also the person asking the question did not seem the type to understand anything overly technical as he complains like you do that you can't "PAN" down. You don't pan down you pan laft to right or vice versa.

It has to do with a certain combination of security settings. Using fire fox or opening the link in the same window will usually avoid this issue.

Sadly, either the van was not taking pictures at that time or they have been retaken, because you can clearly see that this is not the same day. Look at the metal pole just left of center. That is the metal pole in your picture. Go down the street a bit and you will see the blue and yellow flags. Go further and you will see the power tower. The perspective of the two pictures is entirely different. For one thing, the google van was taking the picture from the other side of the street.
