I'm in a Government class and last week we learned the process of budget making.
So heres a sum up;
Interest Groups, Senators, Representatives, Commitees and EVERY signle government owned business submits their assumed budget for the coming year. This includes payroll... all the way down to office supplies.
Next, the president takes out his red pen, adds some zeros here, removes some zeros there, and is ultimatley returned back to the senate / representatives for approval. Once a 'final' budget is passed by the house and senate, it goes to the President for final approval. He may veto or sign it just like any other law. (therefore, the bill acts like any law, if he vetos, it goes back to the senate)
Now as you can see in that process, budget proposals happen from both sides of the party line. This article is unclear where the proposal came from. While I can't tell you that, I can tell you if President Bush put this into writing or spoke it at one time, I could almost guarentee you he did not "think up" this proposal.
If you have evidence that counters anything I have said, please reply.

I'm positive that Wifi is the enemy to every telco in the U.S., which has a big hand in the FCC now, but licensing 2.4GHz would light a fire underneath just about everyone who has devices that broadcast on said spectrum.

Federal taxes on the internet are outright banned until 2008 and will probably never be instated because it would be impossible to enforce. Just like this hoax of a story. I wouldn't even believe it if it were on CNN, after all they did pickup the email tax hoax that keeps coming around.

I personally doubt the wifi tax will happen cuz it's the kind of thing that's a bitch to regulate exactly who should be taxed (who is using it) and thus just ends up wasting tax money and man power to collect the tax. Much like the UK and others controversial radio/TV tax system.

Next, "Bush" doesn't usually have the first or final word. Almost everything he does is actually has to be approved by congress first. This would certainly fall into that category. He could propose such taxes, but it would take congress to actually enact them.
