2) These cameras are pretty (at least in the US) seen as a way to create additional revenue. The companies that make the cameras sell a complete front to back system. They put up the cameras, send notices, collect fines, take their cut, and give the rest to the locality. And they are sold on the basis of how much money they will make. When I was in San Diego there was a big rukus about one of these, of the red light variety. They changed the timing on the lights, so you had a very, very short yellow. Did you actually read those two separate stories? One is a posting on a forum, which summarizes the actual article. It's just one article.
... And yes, ***** the blog posts. Digg should prohibit known rehash/blog sites (i.e., therawfeed, etc.). That sort of blows your argument out of the water wouldn't you say? As far as the Loop 101 in Scottsdale getting the cameras...this scares the heck out of me because this is already one of the most dangerous roads in the metro area and doesn't have HOV lanes. People speed like crazy and if you try to follow the speed limit you will be run off of the road ( I know, I drive the speed limit ). They are allowing you a 'buffer' of 10mph over the limit before they give you a ticket. I personally don't understand how this is going to help with traffic accidents or rush hour traffic.
On a side note, I actually called in to a local radio show that had the traffic representative for the Phoenix police department on and asked him about highway driving. I was told that if I did the speed limit on the freeways during rush hour traffic I would be pulled over and ticketed for GOING TOO SLOWLY and making myself a danger to other drivers. I continually asked him what the point was to having a speed limit if you aren't going to enforce it and he told me that traffic has to flow. Alongside with the disastrous signals and the roads that look they were designed by a drunk man, we have top speed of 50km on local areas and 120km on highways. We have a tenuous but long-standing balance of speeders vs. the law here. Most people accept that some speed limits are necessary for public safety and fuel economy, but we also know that speed traps are used as municipal fund-raisers. Ever drive I-95 from NY to DC? The speed limit drops to 55 or even 50 on many areas where you'll almost never see a car do less than 70.
If everyone drove under the speed limit, traffic would come to a standstill, deliveries would be late, and the economy would suffer.
It's all a wink & nudge setup. You drive sensibly, and most of the time, you won't be bothered. The law is on the books in case they really want to enforce it (say you had an accident when driving 5mph over the limit), but it's really a judgement call.
If every person who ever drove over the limit got a ticket from a camera, and came into court, the legal system would grind to a halt.
Technically, we could put speed sensors in every car in America, match them to sensors in various roads, and send a ticket every single time you go over the limit. That's not how it works, though. It isn't everywhere because it hasn't been tested everywhere, yet.

They ruled that a camera is not a witness because it cannot be cross-examined.

Excellent point.
Since speeding tickets are essentially a tax, why not go ahead and be honest about it? Bring back the "safe & sane" laws from the '50s (or whenever that was) to enforce the safety part, but ditch the speed limits altogether. Tax based on distance. Actually, you could just increase the gasoline tax, since that way you're taxing based both on distance and fuel economy. Maybe offer a gas tax rebate for commercial vehicles, since they have a legitimate reason to get worse mileage.
I actually think a proposal like that could go over really well. Eliminate all speed limits, replace speeding tickets with (less common) reckless driving tickets, and raise the gas tax.

Also, this is a great story to show high school students how one can use math in the real world since we often hear kids say "I won't need to know this in the real world." No duh! Well, in fairness though, you probably didnt know that EVERY SINGLE DRIVING SCHOOL AND COURSE TAUGHT IN AMERICA, DRIVES HOME THIS VERY POINT. THE SPEED LIMIT IS SIMPLY THE LIMIT THAT YOU SHOULD NOT GO ABOVE. However, on a multilane highway, there is usually a posted minmumof 45mph, and on ANY street in the US, if you go slower thatn 45mph on any road posting any speed FASTER, than you must have your flashers running or mount a Yellow flashing light on your roof for the duration of that travelling speed.
