A friend of mine speaks with her aunt through email all the time and even considered Vonage for cheaper calls. I don't understand why the US is obsessed with making Cuba look like North Korea when it is not and has even been known for sending teachers and doctors to other countries. Meanwhile North Korea launched a test missile that landed in Alaska in 2003 and nobody gives a *****.

You may think its a redneck joke, but take a trip dumb ass and find out for yourself. I'm not obsessed with anything other than improving living conditions in Cuba.
Your friend is very lucky. Most of the Cubans I know personally and have met while traveling there don't even have personal phone lines.

living in south dade i've seen whole checkout isles at walmart all carrying welfare cards and fat stacks of cash.
i've heard coworkers discuss how to commit insurance fraud by getting full coverage insurance and dumping a car in a canal and claim it was stolen. they found 70 cars in a canal in broward recently.

since miami is mostly made up of cuban immigrants and mostly made up of people who are less than wholesome and mostly shady (something i imagine you cannot even begin to imagine living in another part of the country) you can pretty much claim it is a cultural problem.
when i lived in los angeles i could pretty much state that most people were good people, here i'm afraid i have to state most people are 'bad people' and commit illegal acts.
if you dont believe me, look up miami beach 411's relocation guide where it talks about how living here you have to put aside your inherent trust in humanity.
and i quote:
