A Google bomb is when the searches are fuddled up but any particular website or group of websites, in which case a result not exactly linked to what you were REALLY looking for shows up at the top or near the top of the results.
Examples:
Miserable Failures used to lead to a website about George W. Bush.
French Victories used to lead to a Google page saying no results could be found.

No, that's just a segment of "google bombs."
The real (best) example is how tons of bloggers and site owners all linked to the White House biography of George W. Bush using "Miserable Failure" as the link text. When tons of website all "agree" that "Miserable Failure" is best defined by GWB's biography, Google picks up on it & displays the agreed-upon url near the top of the list.

It's Google's job to stay ahead of them. Tough job, sure, but it is their core business, and the reason they stole the market from Altivista et al. it's an old joke. Often, when there's a big geek topic of interest people claim to be someone with authority on the subject (for example, before the iPhone came out they might've claimed they worked at apple)
this one guy commented on some subject with a message similar to that of foobar's and became sort of web famous. It's funny because the message was so vague and obviously fake. Now when a similar situation occurs, people adapt the message to the situation (which is easy, as it's vague) as a joke.
Basically, foobar is jokingly saying that the other guy doesn't work for google and is faking.

I assume Google customizes search results based on prior searching habits and other information it knows about you.
