The article makes a very clear distinction between products with outsourced manufacturing, which is subject to the laws, controls and constraints of any other domestic products, and those manufatured largely for the Chinese markets (but sold abroad), in which case controls are all but nonexistent.

When you "Buy American" it will cost more because there is no way for us to complete with China's near slave labor, but in the long run, quality and safety are worth the price. We get cheap goods from China, but they often turn out to be rather expensive to our health.

Beyond that, the government is not democratic, so other than pressure from people OUTSIDE its country, the Chinese government doesn't have to worry about pressure from within its borders (to form regulatory agencies, for example). They can take care of indiginous complaints with prison and executions. Great article!
