You get a solution to a problem that fits 90% of requirements, then only have to do the 10% of development to make it fit 100%.

Despite what some Open Source fans seem to think, most companies are not in the "enterprise software development" business. For the majority, undertaking any sort of custom development work is likely to be quite expensive, relatively speaking. Unless you really want to be in the software development business, my advice is to find the software that best fits your needs and pay the license fees as necessary.
