Astronauts in orbit don't experience 'true' weightlessness, they are instead freefalling towards the earth, but moving quickly enough that they don't deorbit. Therefore 'up' and 'down' in reference to the earth are still just as valid as they are on the surface of the earth.

For example, would you consider a plane to be below you if you were standing on the south pole?

None of the candidated in the US election are pro-space. McCain plans to freeze funding, which will probably kill the new Ares/Constellation program, or at least the moon/mars part of it.
