It is, as far as this Japanese-bilingual white guy knows, a Japanese issue that causes that the R and the L to be confused, since there is only one ra-re-ru-re-ro sound in Japanese (makes reporting on the recent election a real bitch). You have extrapolated this unique Japanese phonetic quirk to Korea (and since you're an idiot, you probably think China is the same). You probably think that the Great Wall of China is in Japan or wonder (as a person I knew once really said), "Does the year have 365 days in Japan, too?" Welcome to the temple of douchebaggery.

So it's the same process as in Japanese, but has to allow for consonants at the end of a syllable. Korean isn't restricted to CV syllables like Japanese is.
