I notice a problem though in the comments. I have commented why I have voted down a link. But its been because multi-keywords I searched with did not apply to the article. The article may be great for the one keyword. Google needs an optional pop up menu that ask why your voting down a link. Like one would say "does not match keywords" then your keywords would pop up and you can highlight the one that the link was missing. Otherwise my comment on the article is going to be no use to most users who are not using the same odd collection of search terms.

If I am to be "milked" of my editorial good will, to help "The Index", then I would like all my work to be open source and published back to the masses (anonymized) - just like Wikipedia.

URL extensions are changing. They are becoming more language like, indexable by search engines, and accessible to Internet users. Search engines search for content, but as web development practices evolve and more highly refined content management systems are created, search engines will seem to become more semantic.
