You can set it so that it speaks to you only during certain times (it won't annoy you all day)! Also you can view the URL of the most recent RSS entry using this app. It runs in the background, so it's not intrusive.

Controls limited. volume can be controlled but voice croaks at higher volumes. better quality in the wav format , though larger file size. Accent is british. Based on Unix Festival.
